PRC: Create Accounting not working correct if run manually and not in streamlined process

We are on R12.1.3 and have been testing the revenue process using the streamline submission for interfacing.  The streamline process seems to ignore the Leger setting to not allow automatic journal posting and does it any way.  The accounting team wanted to see how manually running the revenue processes worked.  Running PRC: Generate Revenue Accounting Events worked fine.  When attempting to run PRC: Create Accounting, it wanted to have a specific Process Category selected.  It is required on our instance.  Both the user guide and other posts on MOS indicate the process should run for all if left blank.  Not able
