inventory report currency exchange rate

Hi,we are doing a country implementation. I am running the report Inventory Value Report - by Subinventory and  i see the two parameters
currency
exchange rate.

currency i am able to select any currency,say BRL
however in the exchange rate LOV nothing comes up, its empty.

i made sure in the inventory setup the daily rates are setup for corporate,spot, period end etc between USD to BRL, even then the exchange rate LOV does not show up any values.
what is the setup that is missing here,can some please let me know their thoughts.
