URGENT: Suspect without Associated Account not showing-up in report

Hi,

I've build couple of reports whereby one reflects just the Suspect metrics i.e. No. of Suspects in a Business Vertical (This report is created from Subject Area: Advanced Custom Object). And other report (Created from Subject Area: Suspect) lists those Suspects as per respective Business Vertical selected from the filter.

Now, issue is the later report doesn't show the Suspects where "Associated Account" isn't captured. Therefore, the count in both the reports doesn't match-up.

Example: 

Business Vertical: "ABC" shows Suspects count as 100 in 1st report however in 2nd report only 20 records have "Associated Account" captured. So, rest 80 doesn't show-up in this report. Now, despite the fact "Associated Account" being captured or not; we want all the Suspects to show-up in the report.
