Charges API - Price List value required

We are developing use of the Charges API to bring data in from a source outside of Oracle. Not all of our parts are in a PRice List because they are not available for sale to the customer. Most of the parts are used as parts to make a bigger componenet which is sold to the customers.  When we receive warranty claims it is possible for the claim to have these non-price list parts. The Charges API is forcing the Price_list to be required when passing the data.

Is there a way to make this not required by the API?
