View of UOM Conversion

Hello,

I'm trying to find the right menu/submenu to add to a purchasing responsibility to allow a view of UOM conversions.  All I can find is the function 'Units of Measure Conversions', but I can't figure out how to make it so the user can only view the UOM information and not update it.

Any help would be appreciated.
