FRM-41050 You cannot update this record

Hello,We are currently getting the error below:
Error 'FRM-41050: You cannot update this record' is poping up on Tax Detail screen when OK Button is clicked.
With reference to note ID 1290207.1, this issue has been registered as a bug and  patch 9967675:R12.ZX.B need to applied.The read-me file of the patch does not contain much information.
Can anyone please advise on the implication of applying the above patch. What does the patch do exactly?
