Error when trying to connect with SQL Developer

Hello all, 
I have been trying to access a certain domain through SQL Developer and here is the problem that I receive. 


Status : Failure -Test failed: IO Error: The Network Adapter could not establish the connection 

My colleague can query off of that same database, and I can query off of the other domains that I have saved. I deleted out my connections and he gave me his, but I am receiving the same error. 

Any help would be greatly appreciated.
