Trasport Rates

I'm trying to create the setup with the purpose to base the charge of a load to the different zone of SHAN of the shipment link to a load ...and not  to the destination of the load.

I ll try to explain.

I create a rate schedule.
i create two rates based on customer zone (40/ZN) and volume
I link the rates to the rates schedule

I create a route link to the rate schedule

i create two sales with two different SHAN that have the two differen zone in customer master: this two zone are the same of the zone of the two trasportation rate
