Blanket Sales Agreement (BSA) is in Enter status -- Need to be Active

using API OE_Blanket_PUB.Process_Blanket, we could able to create a Blanket Sales Agreement (BSA). But the Blanket Sales Agreement (BSA) is in Entered status.

we want it to be Active.

in the API we have passed the value, l_hdr_rec.flow_status_code := 'ACTIVE' but still its not working.
