Restrict Null Values

Hi All,I've created one rtf template for displaying gl balances, which is working fine if all accounts have any balances, the moment if any account does not have any values then it is displaying particular department code and column heading with out any data for them.

I have added <?if: /EQXGLTBD/G_PAGEBREAK/G_DETAIL/ACCT_VALUE !=''?> condition in order to fulfill only valid only value tags. But this is not restricting that. Please have a look at my rtf and excel output.

Please suggest what might be corrective action.
