Connection refused error not frequently

Hi,

We have 6 production databases running on one server ( Linux Box) with one listener. Sometime we are getting connection refused error for some databases not all. What could be reason? Listener and alert logs are not showing anything.

Below is outputfor lsnrctl services

Instance "DBNAME", status UNKNOWN, has 1 handler(s) for this service...
    Handler(s):
      "DEDICATED" established:89 refused:48
         LOCAL SERVER

What else we have to check?
