JRE Error during siebel 8.1.1.9 installation

Hi All,

 When i try to install 8.1.19 siebel tools, after clicking setup.bat file it gives the below error message :-

Oracle Universal Installer
---------------------------
The Java RunTime Environment was not found at bin\javaw.exe. Hence, the Oracle Universal Installer cannot be run.
Please visit http://www.javasoft.com and install JRE version 1.3.1 or higher and try again.

OK  
---------------------------

Can any one faced same issue? Can you please help me
