Are Email Notifications during the Project Lifecycle a standard Oracle Projects functionality?

Hi,

I want to implement the use of email notifications so that a notification is sent to a particular inbox on specific dates depending of the Start Date and End Date setup for the Projects:

- Oracle Projects (or any other Oracle product that can satisfy this need) to send a notification to a particular email inbox 2 weeks before a project start. i.e. if project start date is 27/05/2013 then the system to send the notification (with a particular message) today 13/05/2013

Same requirement (sent a notification via email with a specific message) 4 weeks after the project has started and 2 weeks before the project end date.
