Quotation query-only function not able to open attachments

Our version of ebs is 12.1.3

We have custom responsibilities. Under the custom responsibilities there is purchasing menu  that is copied over from part of the purchasing super user seeded menu. Under the RFQ's and Quotations, the PO_POXSCERQ_Q function is made query only. However, the users complain saying that the query only function is not able to open any attachments. That feature is grayed out.

I am relatively new to EBS. At the point I am not sure where to start searching or figure out what is going on. Could someone please shed some lights as to how I can enable the attachement function? Gurus, please advise. Thank you very much.
