Supplier Site Migration and Offset Tax

Hi All,
Has anyone updated the existing supplier sites with Offset flag through a program .

we logged an SR with oracle, but we got an answer that standard supports only creation of supplier site with Offset flag .( we need to update the offset flag to around 1000 supplier sites )

Please share your thoughts on this issue
