You are not authorized to run this application

Client is upgrading from 8.12 to 9.1. There are certain roles that when trying to add a new transaction get a popup box with - "You are not authorized to run this application". After they okay the popup, they can continue into the application and enter the transaction. They were not getting this in 8.12 and I have compared the secuirty setup in both systems, they are the same.

Any suggestions?
