Weekly reports show 52 weeks and some show only current number of weeks

Some of my weekly and monthly reports show 52 columns, even when no data as been accumulated yet.  Some other reports are 1-19 (current number of weeks).  I can't find where to specify only current data weeks.

Second some dates are not in order from left to right--any thoughts why?
