Subledger Error when trying to create a Quick Additions and when running Post Mass Additions

Hello:

We are working on a R12 updgrade (12.1.3)  when running quick additions and when trying to post mass addtions we are receiving the following errors:

Request ID: 43164376
ORA-20001: GLMCCURB : Error getting information for Ledger 7 . Contact System Administrator.
Error: function fa_mc_util_pvt.get_trx_rate returned failure
Error: function fa_mc_util_pvt.get_invoice_rate returned failure
Error: function fa_invoice_pvt.inv_engine returned failure
Error: function fa_addition_pub.do_addition returned failure
Mass Addition ID: 746421 ==> ** Failed **
