Can the manual steps of patching PSUJan2013 on 11.2.0.3 GI get rid of ACFS-9459 and how to patch t

Hi,
My current environment is all Oracle UNBREAKABLE ENTERPRISE KERNEL 5.6.
Three-nodes with Oracle EE 11.2.0.3.0 and 10.2.0.4  RAC   running on Clusterware 11.2.0.3.1 for my Primary databases
One-node Oracle EE 11.2.0.3.0  and EE 10.2.0.4 single-instance  running on Oracle Restart  11.2.0.3.1 for my Physical Standby database
UNZIPPED_PATCH_LOCATION = /app/oracle/software/14727347
DB_PSU_number =  14727310
GI_Components_number =  15876003

I try to patch my Oracle EE 11.2.0.3.0   and GI 11.2.0.3.1 to 11.2.0.3.5  with PSUJan2013
But I have one issue on the primary database part and one question on the single-instance Standby database part.
Because of the mixed 10.2 and 11.2 database home, I have to patch the the GI and RDBMS separately in 2 steps.
