F42150/F42160 not getting populated

Hello,
We are currently in the midst of upgrading from 8.12 to 9.1

The sales commissions were populated correctly in 8.12 in the tables F42160 and F42150 but while doing our testing in 9.1, they are not getting populated. The set up is correct and the data was bought over from 8.12 as well. I do not see data issues at all. I am just wondering if this is an issue with 9.1
