Unable to change root or any user passwords

I cannot change the root password or any user password. I am trying to do this logged in with the root account. I type the following:

 

passwd testuser

New Password: xxxxx

Permission denied.

 

If I run this root, and I get the same result. The /etc/nsswitch.conf is set to files for passwd. The file permissions on /etc/passwd and /etc/shadow appear correct. I have compared them to another solaris 10 box that I have.

I am able to delete a password from a user account.
