Not able to submit reports using the Standard report submission feature of Oracle Reports Manager

I'm trying to submit a report using Oracle Report Manger menu item -Standard Report submission under Payables Manager reponsibility and I'm getting the below error.

The Standard Report Submission function is not available under the Payables Manager responsibility.
