Tax authority is a mandatory field in withholding tax codes form even though create withholding tax

 Hi,
Tax authority field is showing as mandatory field in withholding tax codes form even though create withholding tax invoices is set to Never in payables options.

As per the user guide it should not be mandatory.

Upgraded the form APXTADTC.fmb to latest version, still issue exist.

Apache sever was bounced and no personalization exists.

Please advise what can be the reason for this behaviour
