Translation for Expense Reports by Manager (R09E127) and Expense Report by employee (R09E126)

Why are the French translations for UDC 09E/EC not been picked up by Expense Reports by Manager (R09E127) and Expense Report by employee (R09E126) reports even though the French language is set up in the user profile (P0092)?
