How's work one user with different Journal Approval User Authorization Limits by Ledger Set

 Set up Ledger Set include A and B ledger. Journal approval function used for both 2 ledger. One user can log into these 2 ledgers through same responsibility. But For this user,  Journal Approval User Authorization Limits is different with 2 ledger.Maybe ledger A is 100.00, Ledger B is 250.00. This user enter a journal batch include 2 journals, one journal belong Ledger  A, another one belong ledger B.and user click "approval"button in journal batch Form. How to work Journal approval process? Which  Authorization Limits will follow, Ledger A or Ledger B?
