Dropship across OU with ATO items

Hi

We are testing R12.1.3

We have an item that we normally ship from stock in OU-A/Org1. This item is normally sourced from OU-B/Org2.  In OU-B/Org2 the item is set as ATO.

Occasionally we need to dropship an order directly from OU-B/Org2 to OU-A/Org1's customer.  The problem we are have is with the item validation org. If the validation org for  OU-A  is Org1, and the validation org for OU-B is Master,  then the dropship does not follow the ATO workflow. If both orgs have Master as the validation org, then both order types (standard and dropship) follow the ATO workflow.
