Is Tuning time-slice general technique ?

Hello. I'm Yuji.
I have a question about tuning technique of Oracle Database on AIX platform. 

In the manual, Tuning of timeslice is written as one of tuning techniques.

Is Tuning time-slice general technique ?

What kind of system is the tuning of the time slice suitable for?

# /usr/sbin/schedo -o timeslice=1 Default 10ms
