vip resource not failed over after public network failure (cables unplugged).

Hi All,

I have a customer with a 2 node 11.2.0.3 RAC running on AIX 7.1

After a public network failure test (cables removed), VIP resource was not failed over.
The public network interface is a ETHERCHANNEL with 2 NICs.

ora.ons and ora.net1.network resources are offline, but VIP and LISTENER still ONLINE on node with unplugged cables.

On crs alert.log I can see only a TIMEDOUT error for stop LISTENER resource.

- I don´t have IP address on listener.ora (only ipc entry).
- They are not using LHEA or VIO on this servers.
I´m thinking to test the solution for this notes.
