Expense report has 'Pending System Administrator Action' status

 Hello All,
We have an ex employee who created a expense report on his last day and when we tried to process after terminating the employee. Now the expense report has a 'Pending System Administrator Action' status. Should we reinstate the employee before processing this expense report to get rid of this status?
