R12 General Ledger - Account Inquiry screen displays zero balance.

The Account Inquiry screen in R12 General Ledger shows zero balances for all the accounts. Looks like the GL_BALANCES_V view is not retrieving any data from the screen.

There is an existing bug# 8602125 on this issue but the possible resolution hasn't been detailed. What would be the possible solution for this issue?
