Procurement Card - replacing card issuer from US Bank to Wells Fargo

We are in the process of replacing our procurement card issuer from US Bank to Wells Fargo. We have over 1,500 employees with procurement cards. Is there a delivered process to load the new credit card information, including encrypting the card number in PeopleSoft 9.0? If you have performed a similar task in the past, I would appreciate any information that you can share on how you approached this task.
