FND_AOLJ_UTIL.SET_NLS_CONTEXT

Hi All

I have no clue where to post this issue...but need your analysis/help to find a way below thing is happening...

"BEGIN FND_AOLJ_UTIL.SET_NLS_CONTEXT( :1,:2,:3,:4,:5,:6,:7,:8,:9,:10,:11,:12,:13);END;"

Basically, we are seeing hundreds of Inactive database sessions each day in OEM indicating that this code was the last thing executed. We can't tell what is spawning these procs but it appears to be something using JDBC. 

Any suggestions would be appreciated..
