How to correct 'Invalid Item ID' error at the Express Requisition Form page

When creating an express requisition at ePro (Eprocurement>Create Requisition>Add Item and Service>Forms) user is unable to select an item from the item list. User keep getting an error message 'Invalid Item ID', Use the Field Prompt for the valid list of item ID', even though the item was selected from the prompt list.
