How can we grant permissions for deletion of business entities

Our business requirement is to give several users permissions for creating, editing and deleting accounts, contacts and opportunities. We've found that only the user that creates the record is the one that have all permissions (PRIMARY), including SADMIN. When this happens, other users cannot delete this record nor SADMIN. We configured Access Controls for users, but we have not found the way of trobleshooting this.
Is there a way of granting all permissions independently of the user who creates it?
