How can I run Batch Assignment to assign one record to troubleshoot an incorrect assignment result p

I often see some suggestions for running Batch Assignment to assign one record with detail tracing enabled to troubleshoot an incorrect assignment result problem, but there is no detail how to do that.

How can I do that?
