Cannot log on Member Management due to error TNS could not resolve

Our Demantra application server is on Solaris and engine is on linux, using Web Logic. DB server is Oracle. The user tried to access member management via Collaborator Workbench but got the error "TNS could not resolve" (the details are attached here). This user can access Member Management previously and the TNS name and directory on his computer has never been changed. Due to some unknow reason, he cannot access MM now. It seems that the application cannot find TNS. The TNS entry is correct and contains full database name. This only happens to his computer. Please advise how to
