Create item on Cancel Purchase Order Page - Header: Cancel Purchase Order is disabled

Is there a way i can enable create item on Header: Cancel Purchase Order. I am trying to add a new field to the page but the create item button is grayed out. I can create item on other pages except this. Please Help. Thanks!
