Service Procurement Licence not recognised

Hi

I am trying to use Service Procurement > Contractor Request (in iProcurement), but am getting the following message:

You cannot access this page because Oracle Services Procurement is not enabled. Contact your system administrator for help.

I have gone into System Administrator > Oracle Applications Manager > Products > Licences, and Service Procurement is checked.  The Service Procurement Profile Option is set to 'Yes'.  I have bounced the Apache Server and cleared the Cache.

Am I missing something?  Has anyone else experienced this problem?

This is delaying a Production build/setup (due to go live at the end of the month), so appreciate any quick responses.
