Shall we apply Recommended Patch Collection (RPC) after 12.13?

I was searching on metalink for any post 12.1.3 patches to apply before handing over the environment for functional testing. I found some notes for RPCs. In 11i, we only applied patches for issue we encoutered in production. for example: we didnt apply all the patches recommended by patch wizard. so i am bit confused. Are these general recommendation or kind of required patches for good support during SRs etc? (are they like a minimum level we have to be after 12.1.3)
