EBS XML Publisher rtf template preview issue

 We have created a template to convert the Active Users and Responsibilities report in EBS R12.1.3; on template preview the output is displaying only one line of data but the loaded XML has a lot of data. When we upload the the template it is still behaving the same way on EBS. We are using Microsoft word 2003 with BI publisher desktop 11.1.1.6.
