Element and PTO plan

The client has an element setup to feed a PTO plan - when the element is updated to the entries form through a BEE batch the PTO plan is reduced correctly.  If the same element is added manually on the entries form directly - it does not update and reduce the PTO plan.  The same element is being used with different results. 

Has anyone seen this before?
