Slow loading Custom E1 pages

Have recently upgrade to JDE 9.1 running on weblogic and all of our custom E1 web pages take 15-30 seconds to load.  Once in the user cache on the JAS server the load speed is fine, but the inital log-in and upload of teh pages is creating a bad experience for the end users.

All systems are windows systems.  We have run load runner against the system and all slowness points to the custom web page load.  Any help would be greatly appricated. Thanks in advance.
