Scale setup for HFM

Need some quick help. I have a presentation problem with account scaling. I have a significant difference between my trial balance in FDM vs what is displayed in HFM, and the problem is scaling.

FDM shows the actual value (e.g 10719) but when I display it in HFM it shows 11 for the same POV. I am trying to find out where are the scales setting and if it would be possible to show that account is actually 10.7 instead of 11.

When I query the value in HFM and say don't scale it to the thousand, I was expecting to see again 10719 but it shows 11000.
