US PAY: Tax Information Form

I am trying to get the employees who have local taxes withheld information. I see that "LIT WIthheld" does not necessarily mean the local taxes are withheld. But instead looks like the Percentage form decides the local taxes to be withheld. Is this correct? How can I get the percentages from this form?
