E1: 13: P1393 - Maintenance Rules - Priority field (PRTS)

We currently have a situation where we think the functionality of the Maintenance Rules (P1393) has changed a little since our last version (8.11) If anyone could verify the following for me in 8.11 it would be appreciated. 

Currently in 9.1 if a Maintenance Rule is created with a 'blank' priority and the Model WO is given a priority of 3 (for example),the Maintenance Rule forces the blank priority into the Assigned WO rather than allowing the value on the model take over.

We think that in 8.11 it would let the Priority on the Model take over if the Priority in the Rule was left blank.
