ALECTC Check Event Alert Should Fail All the Time

Hello,

I do not know much about event alerts, because we only have one, and I do not have a working one to compare it to.

We have a concurrent request, PO_ACTION_HISTORY (Check Event Alert), that fails for Signal 11.

I would expect to be able to find an Alert Definition named PO_ACTION_HISTORY, but cannot find this alert.  Should this alert be there, or do I misunderstand how this works?

If this alert should be there, then how come it does not fail all the time?  Occassionally, the concurrent request returns successful.  How can that be?
