SO picked from different Project on-hand qty

Hi Guru

We need to investigate about a strange behavior happening during the sales order issue transaction in November instances including production.

 

-          When a SO with project A is released, it automatically picks item from the inventory locator with Project B or Non Project Locator, even though we have item / onhand present in the project A.

 

You can see the below the material transaction record

EBS version: 11.5

could you help guide why it happened ? how we can prevent it picked from the same on-hand qty ?
