Budget Still reserve inspite of rejecting PR

 Hi all ,
     I have a problem with budget. The scenario  is that after PR has been rejected , the budget is still reserved. 

So after I resubmit the purchase requisition , the system inform that fund fail. 

Please kindly advise.
