FSG Define Financial Report - Locked

Hi Guys,

I wonder if you can help ? I am unable to update an FSG in the Define Financial Report Form, as the FSG seems to be in query mode (blue) all the time. The end user can not see this FSG ? I am currently in R12 12.1.3. Have anybody experienced this issue before and a way to correct this issue ?

Note: Assign Access button is also unavailable!
