Catalog Button Greyed Out in PO Form after patch 15843459:R12.PRC_PF.B

I create purchase orders from requisitions using the autocreate function.  I would check the previous price of the items by selecting the line then the catalog button - I could update the price only.  After patch 15843459:R12.PRC_PF.B  the button is greyed out and I cannot get the last price.
